If you need extra luggage along with rail&fly option, then travel agents will be the best bet. They are located in Frankfurt am Main and their site states that they are in this business since 1975. If you aren't able to pay for the flight ticket at the time of booking, they do have an option of "Pay Us Later", which allows you to opt for a loan and then pay them back later.
