They are located in Frankfurt am Main and their site states that they are in this business since 1975. If you aren't able to pay for the flight ticket at the time of booking, they do have an option of "Pay Us Later", which allows you to opt for a loan and then pay them back later.

German PR (Permanent residence) & EU Blue card for Indians

It was introduced in 2013 and the number of cards issued as work permits in Germany has been on a steady increase.  For getting a Blue card, the person needs to have a university degree and evidence of a binding job offer with an annual salary of at least 49,600 Euros.
